Many innovations in fields such as AI, cybersecurity, Biotechnology, space, energy, drones, and advanced sensors have direct relevance for defense.

Technology developed for the Swedish Armed Forces is often attractive to international defense markets. Sweden holds a strong position as an exporter of defense equipment, and the defense market is global. A successful product can open doors to international opportunities and significantly increase growth potential.

Defense organizations also have access to advanced expertise, test facilities, and unique data that can be difficult to obtain in the civilian sector. Collaboration with the defense sector can accelerate product development and validation.

Dual-Use Technologies

Introduction Program for Military Applications

Swedish startups will receive a fast-track introduction and tailored roadmap for entering the defense market – with a focus on procurement processes, regulatory frameworks, business development, networks, and funding opportunities.

Participating companies will receive a comprehensive orientation on how to assess their potential in the defense sector and develop a solid foundation for deciding whether to pursue this market.

Who Can Participate?

We’re looking for innovative, growth-oriented startups and scaleups based in Uppsala County that are ready to explore and enter the defense market.

The program is open to startups currently developing a new product or those with an established product or service.

Introduction program – Format

  • Format: Hybrid (both in-person and online sessions)
    • Expert lectures
    • Business development workshops focused on dual-use business models
    • Ongoing 1-on-1 coaching with a dedicated business advisor
    • Meetings with key defense stakeholders and need owners
  • Duration: 3 months, starting in late September 2025
  • Time Commitment: Participants should expect to dedicate at least 5 full working days during the program
  • Partners: Linköping Science Park, Create, Inkubera, and Uppsala Innovation Centre

  • What it takes to navigate the defense sector – insights and lessons learned from other companies
  • Introduction to the Swedish and European defense ecosystems
  • Current needs of the Swedish Armed Forces and lessons from the war in Ukraine
  • Ongoing projects and capability needs within the defense industry
  • Dual-use technologies: Civilian solutions with military applications
  • The Total Defence concept: The public sector as a potential customer for civilian tech solutions
  • How procurement works in FMV (Swedish Defence Materiel Administration), the Swedish Armed Forces, and the defense industry
  • Key laws and regulations (e.g. Protective Security Act, defense confidentiality)
  • Requirements for security clearance and other conditions for accessing the defense market (e.g. protective security, classified information handling)
  • Funding opportunities through the European Defence Fund (EDF), among others
  • Support programs for innovation and technology transfer
  • Access to venture capital and public investment opportunities
  • Connections to key actors such as the Swedish Armed Forces, FMV, Vinnova, NATO, and related initiatives
  • Opportunities for dialogue with procurement officers and decision-makers
